A state legislative bill would create a sprawling redevelopment district in Hartford's South Meadows including the now-closed trash-to-energy plant, Hartford-Brainard Airport and the Connecticut regional market. The bill would transfer control of the 80-acre trash-to-energy plant to the Capital Region Development Authority to guide future redevelopment efforts.
